Authorizing Policy Environment

California has a school district-focused policy structure that combines some charter school accountability policies with a multi-tiered appeal structure. This creates extreme variability within the authorizing sector, with hundreds of authorizers with very small portfolios and largely undeveloped authorizer practices. The State should provide for authorizer involvement, as appropriate, in the oversight and development of charter school Local Control and Accountability Plans to make them robust tools for autonomous charter school improvement and accountability.
